Haryana NEET PG Counselling 2026 will be conducted online by Pandit Bhagwat Dayal Sharma University of Health Sciences on behalf of the Directorate of Medical Education and Research for admission to MD, MS, and PG Diploma courses in government, government-aided, and private medical colleges across Haryana, including institutions affiliated with SGT University and Al-Falah University.
In government medical colleges of Haryana, 50% of PG seats are filled through the All India Quota (AIQ) conducted by MCC, while the remaining 50% seats are allotted under the Haryana State Quota. Out of the State Quota seats, up to 40% are reserved for in-service candidates (INS category) working in Haryana Government or ESIC hospitals with a valid No Objection Certificate (NOC). Additionally, 25% Institutional Preference (IP) seats are reserved for candidates who completed their MBBS from medical colleges situated in Haryana.
Private medical colleges and private universities in Haryana divide their postgraduate seats equally between State Quota and Management Quota. As per the Haryana Private Universities Act, 2006, 50% seats are allotted under Open Merit State Quota, while the remaining 50% are reserved under Management Quota. Moreover, 5% seats in all participating institutions are reserved for PwBD candidates according to the Rights of Persons with Disabilities Act, 2016.
Haryana offers nearly 847 postgraduate medical seats across around 12 medical colleges. Admission to all MD, MS, and PG Diploma courses will be granted strictly on the basis of NEET PG 2026 merit, reservation policies, and seat availability through the centralized counselling process for the 2026–27 academic session.

Haryana NEET PG Counselling 2026 – Eligibility Criteria

Haryana NEET PG Counselling 2026 for State Quota seats in Government, Government-Aided, and Private Medical Colleges will be conducted online by Pandit Bhagwat Dayal Sharma University of Health Sciences on behalf of the Directorate of Medical Education and Research. Admission to MD, MS, and PG Diploma courses will be based entirely on NEET PG 2026 merit and the Haryana State Merit List.

Haryana NEET PG 2026 Management Quota Admission Process
The admission process for Management Quota seats in private medical colleges of Haryana follows the same online counselling procedure conducted by Pandit Bhagwat Dayal Sharma University of Health Sciences under the supervision of the Directorate of Medical Education and Research.
Admission to Management Category seats is based on the All India Rank (AIR) of NEET PG 2026, and candidates from all states of India are eligible to apply irrespective of domicile. Seat allotment is done strictly according to merit, preferences filled by candidates, and seat availability.
Important Rules for Management Quota Admission
- The same counselling schedule and online process applicable for State Quota seats will also apply to Management Quota seats.
- Candidates admitted under Management Quota must sign a ₹10 lakh bond with two sureties, duly notarized by a First Class Magistrate, stating that they will not leave the course midway.
- If a candidate resigns after the cutoff date prescribed by NMC, the following penalties may apply:
- Debarment from Haryana PG counselling for 3 years
- ₹10 lakh bond penalty
- Full fee of the current academic year and 50% fee of the next academic year
ESIC Medical College, Faridabad
Candidates taking admission under Management Quota in ESIC Medical College may also be required to submit an additional bond as per ESIC institutional guidelines.
The resignation policy and eligibility for further counselling rounds will be governed according to MCC, DGHS, and Haryana Admission Committee rules.
Haryana NEET PG 2026 NRI Quota Admission Process
Under Haryana NEET PG Counselling 2026, 15% of Management Quota seats in private medical colleges are reserved for NRI Category candidates. The counselling process is conducted by Pandit Bhagwat Dayal Sharma University of Health Sciences for private medical colleges and universities including SGT University and Al-Falah University.
Admission to NRI Quota seats is based strictly on NEET PG 2026 merit. Eligible candidates include NRIs, PIOs, OCIs, and Foreign Nationals who qualify NEET PG 2026.

Haryana NEET PG 2026 Round 2 Counselling Rules
Fresh registration will be allowed for candidates who wish to participate in the second round of Haryana NEET PG Counselling 2026. New candidates must complete registration through the official counselling portal of Pandit Bhagwat Dayal Sharma University of Health Sciences. Candidates are advised to regularly visit the official UHSR website for counselling updates and schedules.
Candidates who already registered in Round 1 are not required to register again for Round 2. However, they must submit their willingness online if they wish to participate in the second round of counselling.

Haryana NEET PG 2026 Subsequent Round & Seat Conversion Rules
If seats remain vacant after the second round of Haryana NEET PG Counselling 2026, additional counselling rounds such as Mop-Up or Stray Vacancy rounds will be conducted according to the guidelines issued by MoHFW, MCC, NMC, and the Haryana Government. The counselling process is managed by Pandit Bhagwat Dayal Sharma University of Health Sciences.
After exhausting the merit list of reserved category candidates, any vacant reserved seats will be converted back according to Haryana reservation policy and MCC conversion rules. For example, vacant BC-A seats may first convert to BC-B and later to Unreserved category seats if still vacant.
In case seats remain vacant after the 3rd round, they will first be offered again to eligible candidates of the original reserved category. If seats still remain vacant, further conversion and allotment will be done as per MCC guidelines and State reservation rules.
