Step 1: Online Registration

The registration for Kerala NEET PG counselling is conducted entirely online by the Commissioner for Entrance Examinations (CEE), Kerala. All NEET PG qualified candidates must apply through the official website:

Kerala NEET PG Counselling 2026 Registration Process

Step Details
1. Registration • Enter NEET PG Application Number, Date of Birth, and Mobile Number

• Create password (min 8 characters, 1 alphabet, 1 number, 1 special character)

• Unique Application Number will be generated (save it)
2. Fill Application Form • Enter personal, educational, and contact details

• Click “Save & Next” after each section

• Verify details carefully before “Save & Finalize”
3. Pay Application Fee • General / Service: ₹1000 each

Step 2: State Merit List

Following the application period, the CEE prepares and publishes a State Merit List. This list is based on the marks and ranks obtained by candidates in the NEET PG 2026 examination. An important rule governing the process is that only those candidates whose names are included in this merit list are considered eligible to participate in the subsequent stages of the Centralised Admission Process (CAP).  

Step 3: Choice Filling and Seat Allotment

Eligible candidates on the merit list can proceed to the choice-filling stage.

  • Candidates can login to their portal and select their preferred courses and colleges.
  • Arrange choices in order of preference
  • Lock choices before deadline
  • Wait for provisional seat allotment result
  • Check allotted college and course
  • Download allotment letter if selected

Step 3: Document Verification & Admission

After a candidate is allotted a seat,

  • They must log in to the portal, select “Payment of Fee and Virtual admission,” and pay the required admission fee online. 
  • Failure to complete this virtual admission process within the stipulated time will result in the forfeiture of the allotted seat, which will then be carried forward to the next counselling round. 
  • The final step is physical reporting at the allotted college with all original documents, which is typically scheduled after the completion of all counselling rounds.   

Kerala NEET PG Round-wise Allotment Process

Kerala NEET PG counselling is conducted through a Centralized Allotment Process (CAP) under a Single Window System (SWS) by CEE Kerala. The entire process is online, and seat allotment is strictly based on NEET PG rank, choices filled by candidates, and applicable reservation policies.

General Rules (Applicable to All Phases)

All options must be submitted only through the official website, and no offline methods such as email or post are accepted. Candidates must log in using their Application Number and Password, and it is advised not to share login credentials with anyone.

During choice filling, candidates should frequently save their preferences and avoid using browser refresh, back buttons, or multiple tabs to prevent data loss. After seat allotment, candidates must download the allotment memo, pay the required tuition fee, and report to the allotted college within the specified time. Failure to do so will result in cancellation of the seat and registered options.

Candidates are also required to produce original documents at the time of admission.

Kerala NEET PG Counselling Phase 1 (First Allotment) Process

In the first phase, fresh option registration is allowed for all eligible candidates. A refundable security deposit is required — ₹10,000 for General category and ₹5,000 for SC/ST/OE candidates.

Seat allotment is done based on the options submitted by candidates. Those who are allotted seats must join the college and pay the fee within the given timeline; otherwise, the allotted seat and options will be cancelled. The security deposit is refunded after the completion of counselling.

Kerala NEET PG Counselling Phase 2 (Second Allotment) Process

In the second phase, fresh registration is not allowed except for newly added courses. Candidates must confirm their options to participate in this round, which is a mandatory step.

Only modification, rearrangement, or deletion of existing choices is permitted. Candidates who have already joined in Phase 1 will retain their higher options, while options below the allotted seat will be automatically removed.

If a candidate fails to confirm options for Phase 2, they will not be eligible for upgradation, although they can retain the seat obtained in Phase 1.

Kerala NEET PG Counselling Phase 3 (Third Allotment / Final Round) Process

Phase 3 allows fresh option registration again, especially for candidates who wish to modify their preferences. The registration fee structure differs based on the type of seats:

  • For Government seats, the fee is equal to the annual tuition fee of the selected course
  • For Private self-financing seats, the fee is ₹1,00,000
  • SC/ST/OE candidates are required to pay only 50% of the applicable fee

If a candidate is not allotted a seat, the registration fee is refunded. However, if a seat is allotted and the candidate fails to join, the fee is treated as a penalty and is non-refundable.

Importantly, candidates who are allotted seats in Phase 3 become ineligible for any further State or All India counselling, so choices must be filled very carefully.

Seat conversion in Kerala NEET PG counselling takes place during the third round (final round) of allotment. This process is applied when seats remain vacant due to a lack of eligible candidates in a particular category, even after fresh options are filled.

In such cases, these unfilled seats are converted to other eligible categories to ensure maximum seat utilization. This conversion happens automatically as part of the allotment process, and candidates do not need to apply separately for it.

A key point to understand is that once a seat is converted to another category, candidates from the original category cannot claim that seat later, even if they become available. The allotment will be strictly based on the new converted category and merit list.

Kerala NEET PG Counselling Stray Vacancy Round Process

The Stray Vacancy Round is conducted after Phase 3 if seats remain vacant. Fresh option registration is allowed, and multiple stray rounds may be conducted depending on available vacancies and time before the NMC cut-off date.

This round comes with strict penalties. If a candidate leaves a seat obtained in the stray vacancy round (or vacates any previously joined seat after this round), a penalty of ₹5,00,000 is imposed. Non-payment of this amount can lead to revenue recovery proceedings and debarment from NEET PG counselling for up to 2 years.

Kerala NEET PG Counselling 2026 Bond Policy

Candidates taking admission in Kerala NEET PG must execute a mandatory bond at the time of joining to ensure they complete the course and serve in the state healthcare system.

All candidates admitted under Government quota (including AIQ candidates studying in Kerala) are required to complete 1 year of compulsory government service after finishing their PG. This service is usually in government medical colleges or district hospitals as Senior Resident or similar roles.

The service starts after result declaration, and salary/remuneration is decided by the Kerala Government. In certain cases like super-specialty admission or government job selection, conditional exemptions may be allowed, but the total bond obligation cannot exceed 2 years.

Colleges retain original certificates until the bond is fulfilled. If a candidate fails to complete the service or violates bond rules, it can lead to financial penalties, recovery of stipend/salary, and disciplinary action.

Kerala NEET PG 2026 counselling: Documents required

As per the seat allotment results, candidates must report to the assigned medical college as indicated in the Allotment Memo, strictly within the allotted time frame. Candidates must pay the prescribed tuition fee and submit all original documents for verification at the time of reporting. 

Candidates to fail to join the allotted college within the stipulated time, the seat allotment shall stand canceled and all options/options registered by candidates for that round would be deleted. Candidates should also execute required bonds at time of admission. Under no circumstances will extra time for reporting be provided. Any notices and updates should be checked and followed, as per the notifications via the web site of CEE.
