Types of NEET PG 2025 Counselling

There are two main types of counselling under NEET PG:

1️⃣ MCC Counselling — conducted at the national level by the Medical Counselling Committee.
This includes seats of Government Medical Colleges (AIQ 50%), DNB Hospitals, NBEMS Diploma seats, Deemed Universities, AFMS, and Central Universities.

2️⃣ State Counselling — handled by each state’s own authority, like KEA for Karnataka or DMER for Maharashtra.

Each state has its own eligibility rules —

  • Some are Open States (no domicile required).
  • Some are Closed States (only domicile candidates allowed).

NEET PG 2025 Eligibility Criteria

Step 1: Registration

Candidates who wish to participate in the counselling for NEET PG 2025 have to register on the official website of MCC. New registrations are accepted before each round. However, candidates who have registered once for NEET PG counselling 2025 do not need to register for the second time.

Steps to register for the counselling of NEET PG 2025 have been listed below:

  • Go to the official website on MCC- mcc.nic.in
  • Click on ‘PG Medical Counselling’
  • Register using a valid email ID and mobile number
  • Note down the login credentials
  • Login again to fill the application form
  • Enter personal/academic details
  • Check the form before final submission

Step 2: Registration Fee

  • To participate in the counselling of NEET PG 2025, a candidate needs to pay the registration fee
  • The registration fee for NEET PG 2025 counselling has to be paid online (Net banking/credit card/debit card)
  • There are two components of the registration fee, refundable and non-refundable

Reservation for NEET PG admission in AIQ seats

The new reservation criteria for admission in 50 per cent All India Quota Seats through NEET PG 2025 exam is as follows:

MCC NEET PG SEAT MATRIX

Government Medical Colleges, half of the seats — that is 50% — are filled through MCC All India Quota Counselling, and the remaining 50% are filled through the respective State Counselling authorities.

Next, Deemed Universities come completely under the MCC.
That means 100% of their seats are filled at the national level through All India Counselling, and none are reserved for state quota.

Moving to Private Medical Colleges, these are not handled by MCC.
They are completely under State Counselling, meaning 100% of the seats are filled by the state authority only.

Finally, for Central Universities like AMU, BHU, and Delhi University, the distribution varies.
Generally, 50% of seats are reserved as Institutional Quota, and the other 50% are filled through All India Quota Counselling, as per the central policy.

So in short — all Deemed Universities and DNB seats are handled centrally by MCC,
while Private Colleges come entirely under State Counselling.

Step 3: NEET PG 2025 Counselling Choice Filling

Next Part is Choice preference that is most important part of your Counselling Journery. Make a best Startegic and do the choice preference. There is no limit in Choice preference u can select maximum college as u can.

  • Go to the MCC website and log in through registration credentials
  • Fill the choice of college and course for NEET PG seat allotment 2025
  • Click on ‘+’ button to add a new choice
  • For rearranging the order of choice filled, just drag it to the desired position
  • Click on ‘save and next’ to lock the final choices as desired by candidates

Step 5: NEET PG 2025 Counselling Seat Allotment List

  • MCC releases NEET PG seat allotment result in the PDF format.
  • The seats are allocated on the basis of the choices to be filled by the candidates and all India ranks.

ROUND 1: OUTCOME – NOT ALLOTTED

  • If you don’t get any seat in Round 1, don’t worry.
  • You do NOT need to register again for Round 2.
  • You will simply do choice filling again in Round 2.
  • Note: Round 1 choices are treated as null and void for Round 2.
  • So you must fill fresh choices again in Round 2.

NEXT SCENARIO: ROUND 1: OUTCOME – ALLOTTED BUT NOT SATISFIED

  • If you get a seat in Round 1 but you don’t like it, you can choose not to join.
  • Round 1 has a free exit.
  • That means no penalty if you don’t join your Round 1 seat.
  • You can directly participate in Round 2 with fresh choice filling.

NEXT SCENARIO: ROUND 1 OUTCOME – ALLOTTED & JOINED

  •  If you are allotted a seat and you are satisfied, go ahead and join.
  •  Complete all admission formalities at the allotted college.
  • If you’re not satisfied but still want to keep that seat for now, join and opt for upgrade.
  • When asked for “Willingness to Upgrade,” select “YES.”
  • With upgrade selected, you can still compete for a better seat in Round 2 and Round 3.
  • For upgrades, you will again do choice filling in the next round.
  • You do not need to register again.

Here Round 1 Ends lets Move to Round 2

ROUND 2: REGISTRATION WINDOW

  • Round 2 begins with a fresh registration window.
  • Candidates who did not register earlier can register now.
  • Candidates already registered do not need to register again.

Move straight to choice filling and locking in Round 2.

NEXT SCENARIO: ROUND 2: OUTCOME – NOT ALLOTTED

  • If you still don’t get a seat in Round 2, don’t panic.
  •  You will have the option to participate in Round 3.
  •  Since you’re already registered, there is no new registration needed for Round 3.
  • you will do fresh choice filling again in Round 3.

NEXT SCENARIO: – ALLOTTED BUT NOT JOINED

  • If you are allotted a seat in Round 2 and you do not join, your security deposit will be forfeited.
  • Even after forfeiture, you can still participate in Round 3.
  • But you will have to pay the security deposit again to remain in the system.

NEXT SCENARIO  ROUND 2: OUTCOME – UPGRADED FROM ROUND 1

  • If you had a Round 1 seat and you get upgraded in Round 2, your previous seat is cancelled automatically.
  • You cannot go back to the Round 1 seat after an upgrade.
  • You must report to your new Round 2 college.
  • Collect a relieving letter and original documents from your Round 1 college.
  • Submit the relieving letter and documents to your Round 2 allotted college.

NEXT SCENARIO : STILL WANT AN UPGRADE

  • If you joined your Round 2 seat but still want a better option, select “YES” for upgrade to Round 3.
  • You will again do fresh choice filling in Round 3.
  • If you get upgraded in Round 3, follow the same relieving and reporting process.

Upgradation Rule in NEET PG Counselling 2025

Path A is the standard upgrade route.
You start from Round 1,
then, if you opt for upgrade,
you move to Round 2,
and again, if you choose to upgrade,
you can move further into Round 3.

It’s a step-by-step progression —
Round 1 → Upgrade to Round 2 → Upgrade to Round 3.

Path B is a little different.
You start in Round 1,
but if you don’t get upgraded in Round 2,
you can still receive a direct upgrade from Round 1 to Round 3. So, Path A and Path B both lead to Round 3 —
the difference is how and when the upgrade happens,
depending on your rank, choices, and seat movement

Round 3: REGISTRATION & CHOICES

  • Round 3 usually opens a window for fresh registration again.
  • If you missed earlier rounds, you may be allowed to register now.
  • Already registered candidates can proceed directly to choice filling.
  • Fill and lock your choices carefully for Round 3.

ROUND 3: OUTCOME – NOT ALLOTTED

  • If you still don’t get a seat in Round 3, wait for the Stray Vacancy round.
  • Remember: Fresh registration allowed in Stray Vacancy.

ROUND 3: OUTCOME – ALLOTTED BUT NOT JOINED

  • If you are allotted a seat in Round 3 and you do not join, your security deposit is lost.
  • Your counselling journey also ends at this point.
  • You will NOT be allowed to participate in the Stray Vacancy round.

ROUND 3: OUTCOME – ALLOTTED & JOINED

  • If you join your Round 3 seat, congratulations.
  • There is no resignation or upgrade option after this stage.
  • Proceed with your admission formalities and continue your academics.

NEXT Round Stray Vacancy :

  • Fresh registrations and fresh choice filling for Final Stray Vacancy Round.
  • Candidates who are not holding any seat anywhere are eligible
  • Candidates who were allotted seats in round 3 and did not join cannot participate in Stray Round

Most Important : If a candidate is allotted a seat in Stray round, he/she has to report & join the allotted seat at college/institute else he/she shall be debarred from NEET PG Counselling for 1 (one) year along with forfeiture of security deposit.

Step 5: Reporting to the Institute

  • Applicants who will be given a seat in the NEET PG 2025 counselling will have to report to the allocated institute.
  • They must carry all of their certificates in their original form along with a self-tested copy.

What after NEET PG Counselling Round 1?

After the release of the 2025 NEET PG allotment list for counselling round one, candidates will be required to follow the steps mentioned below based on their status.

  1. Free exit: The seat allotted in the first round of MCC NEET PG counselling 2025 will be cancelled if a candidate does not report to the allotted institute within the stipulated time. Such an option is referred to as ‘free exit.’
  2. Accepting the seat allotted in round one: If a candidate who has been allotted a seat in the first round of NEET PG 2025 counselling is satisfied with the allotted seat they can report to the allotted institute and secure their seat by paying tuition fee.
  3. Upgradation in round 2: If a candidate is not satisfied with the seat allotted to them, they can opt for upgradation and participate in the second round of NEET PG counselling 2025. In case the seat is not upgraded during the second round, the seat allotted to the candidate in NEET PG counselling round one will be retained.

Who can participate in NEET PG 2025 Round 2 Counselling?

  • Those who didn’t get any seat in NEET PG counselling 2025 round 1
  • Seat allotted in round one but it got cancelled in the physical document verification process.
  • If a candidate wants to upgrade his allotted seat in the NEET PG round one counselling 2025
  • Candidates who choose ‘free exit’ option or did not participate in round one counselling.
  • Candidate who not participate in Round 1 Counselling.

NEET PG 2025 Counselling Mop-Up Round

  • The NEET PG counselling mop-up round of MCC will be conducted only for admission to deemed and central universities , DNB and ESIC institutes.
  • Fresh registration: Candidates who exited either round one or round two of NEET PG 2025 counselling by not reporting to the allotted college will be required to register again for the mop-up round.
  • No new registration: Candidates who did not get any seat either in round one or in round two of NEET PG counselling will not be required to register again for the mop-up round.
  • Choice filling: All candidates will have to fill in fresh choices of courses and colleges.
  • Seat allotment: The NEET PG 2025 seat allotment of the mop-up round will be published on the official website.

Admissions to PG Courses at AFMS Institutions

Admission to the under mentioned Armed Forces Medical Services (AFMS) training institutes is open to eligible candidates:

  • Armed Forces Medical College, Pune
  • Army Hospital (Research & Referral), Delhi Cantt, (Delhi)
  • INHS Asvini (Mumbai)
  • Command Hospital Air Force (Bangalore)
  • Command Hospital Eastern Command (Kolkata)

  • Priority-III (Para Military/other Govt. of India sponsored candidates)
  • Priority-IV (Ex-Short Service Commission Officers of AFMS)
  • Priority-V (Civilian); Will have bond liability to serve AFMS
